What a useful biowaste evaluation needs at the start

A biowaste evaluation can have plenty of technical data and still go nowhere if nobody owns the decision.

01 · Ownership

Ownership comes first

Before Manna scopes the work, four responsibilities need names:

  • 1. The operating-problem owner: the person accountable for the current cost, capacity, contract or reliability issue.
  • 2. The data owner: the person who can verify the stream, invoices, contracts, site conditions and operating records.
  • 3. The sponsor and budget route: who can authorise a scoped evaluation and fund the work?
  • 4. The final decision body and date: who will use the result, and when must the blocked decision be made?

Verified evidence and shared assumptions

These roles define the evidence contract. The current route, stream, site and legal boundary must be verified. Credible alternatives need a common cost basis and a commercial test. Missing information becomes a named work item with an owner, not a hidden assumption.
