Use Case #3: site-by-site validation in a funded network
A grant can fund a facility. It cannot make one work.

Validating each location on its own evidence
In a multi-site BSF programme, validating the hub is not enough. Each location may have different biowaste, logistics, utilities, climate, regulation and buyers. Copying one design across the map can copy the wrong assumptions with it.
Manna evaluates each proposed location on its own evidence, and then tests how the locations work as one network:
- Is the biowaste source verified — quality, availability, variability and current disposal route?
- Are the larvae and frass routes lawful, with credible buyers and specifications?
- Do transport, energy, labour, climate control and financing support the proposed role?
- Which functions belong at this location, and which should be shared through the hub or supplied by a specialist?
- Does the location have a commercially defensible role, or is its non-commercial programme purpose and cost made explicit?
02 · Three decisions
GO, CHANGE or STOP
That produces three useful decisions.
GO — the location has a defensible role. Design it for the local stream.
CHANGE — the opportunity may work, but the site, scope or division of functions needs to change.
STOP — do not build this unit yet.
03 · The network
One part of a production network
The hub is not a master facility to clone. It is one part of a production network. Breeding, training, selected processing, data and supplier or buyer coordination may be shared, but the right split depends on the programme.
Grant funding can support validation, shared infrastructure and inclusion goals. It cannot turn untested assumptions into a durable operating model.
